Sandblasting

Ohio regulation regarding control of fugitive dust and City of Cleveland ordinance regarding control of fugitive air emissions require control of air pollution associated with sandblasting and/or building cleaning. City of Cleveland ordinance provides that no person shall cause or allow the sandblasting and cleaning of a building or structure without first obtaining a permit to sandblast. The Division of Air Quality Enforcement Section is responsible for evaluating applications for sandblasting and issuing appropriate sandblasting permits. A copy of the permit request form can be downloaded. The completed application must be accompanied by a certified check made payable to the Treasurer, City of Cleveland in the amount of $50.00, and delivered by mail or in person to:

The work to be performed and controls implemented are evaluated to ensure compliance to applicable state and city standards before issuance of the permit. Certain control methods or restrictions may be specified as part of the permit.

Sandblasting generates fugitive dust from the blasting medium and materials removed, creating a potential risk to health and the environment. Care must be taken to eliminate the health risks posed by emissions of dust and paint, or other materials being removed. Controls such as complete enclosure or wet sandblasting can be employed to reduce these emissions. Additionally, proper protection for those engaged in sandblasting or building cleaning must also be provided.
