The Cleveland Division of Air Quality is preparing to make updates to its existing air codes.
Cleveland Division of Air Quality (CDAQ) invites stakeholders in the City of Cleveland to help us shape the future of our Local Air Pollution Code. CDAQ recently completed a draft proposal to revise the City of Cleveland local Air Pollution Control Ordinances that have been in place since 1977. The proposed changes were derived from concerns expressed by residents in formal complaints, conversations we have had with residents while in the community, and a review of national practices working to reduce the burden of air pollution in communities.
We live in a very different world since the 1977 rules were first adopted and the proposed changes reflect how the division will continue to protect public health. The proposal is designed to address modern environmental challenges, integrate technological advancements, and ensure Cleveland’s air quality standards align with health and environmental justice goals.

Protecting Community Health and the Environment
Updates emphasize the city’s commitment to environmental justice by prioritizing health in overburdened neighborhoods. The proposal assists Cleveland in implementing standards to protect our community at the local level.
A Focus on Public Health and Accountability
The new code requires all city departments to establish Emission Control Action Plans for air quality emergencies, while also enhancing enforcement mechanisms for facility non-compliance. Additionally, measures will be put in place that require enhanced community reporting requirements from CDAQ.
Expanding our Commitment to Indoor Air Quality
The indoor environment is just as crucial to health as the outdoor air that we breathe. The proposed changes will formally establish our services that provide residents with resources meant to improve the quality of the air in their homes.

Residents can expect improved air quality and greater accountability for pollution sources. Businesses operating emissions units will see revised permit fees, and new requirements addressing environmental justice impacts. These updates are designed to ensure that Cleveland’s air quality policies remain effective and equitable in the face of evolving challenges.
